Call for papers: European Yearbook of Constitutional Law

Redakcja European Yearbook of Constitutional Law zaprasza do przesyłania zgłoszeń do kolejnego numeru czasopisma (4/2022), który poświęcony będzie tożsamości konstytucyjnej Unii Europejskiej.

Teksty mogą dotyczyć m.in. następujących tematów:

- Could the function and application of an EU constitutional identity be paradigmatic for the operation of comparable multilevel regimes in a regional and global setting? What does the conceptualisation of an EU constitutional identity contribute to the interaction between the components of such regimes?

- Critical analyses focussed on the need, justification and legitimacy of an EU constitutional identity are invited. This includes questions as to whether the EU can possess a constitutional identity at all, or whether it lacks proper constitutional credentials in contrast to its Member States and their constituent powers.

- What is or should be the function, mandate or effect of an EU constitutional identity? For example, what is the added value of such an identity in relation to the EU’s interactions with the Member States in the context of multilevel constitutionalism? And, what is the (possible) impact of such an identity in relation to the EU’s international law obligations and interactions (including with the UN and the Council of Europe)? Related questions include the concept’s worth in guiding the accession of new members (EU enlargement), or the departure of existing members (Brexit).

- What can or should belong to an EU constitutional identity, and how can such content be characterised/systemised/classified? How is the EU’s identity formed/developed/changed, and what are its sources? Does the EU’s constitutional identity resemble that of its Member States, or not? How does its identity relate to the fundamental values in article 2 TEU, citizenship, fundamental rights and settled doctrines such as the primacy of EU law?

Call for applications: Modern Challenges in Constitutionalism: Perspectives from the World's Leading Experts

International Forum on the Future of Constitutionalism organizuje kurs online pt. "Modern Challenges in Constitutionalism: Perspectives from the World's Leading Experts".

Kurs rozpoczyna się 20 maja i potrwa 8 tygodni. Spotkania będą odbywały się za pośrednictwem programu Zoom w każdą środę w godz. 13:00-14:30.

Zapisy na kurs przyjmowane są do 11 maja br. Opłata za udział w kursie wynosi 25 dolarów.

Call for papers: European Yearbook of Constitutional Law

Do 1 czerwca br. można przesyłać propozycje artykułów (350-500 słów) do European Yearbook of Constitutional Law do numeru pt. "Constitutional Advice".

Teksty mogą dotyczyć m.in. następującej problematyki:

• Critical analyses focussed on the need, justification, legitimacy, scope, effect, function, mandate and nature of advising on constitutional issues. How is/can/should such advice be rendered in modern polities, taking into account their political, constitutional and institutional context, complexity and problems? In short, analyses dealing with the why, what, when, how, with what effect and by whom of advising on constitutional issues are sought. The purpose is to go beyond mere description, by focussing on critical constitutional and/or theoretical analysis in order to understand and evaluate the theme fully. 
• In addressing these issues, the attention can turn to (comparative) studies of (i) ad hoc State, Royal or Law Reform Commissions which are focussed on a particular issue or set of issues including constitution-making, reform and interpretation; (ii) parliamentary bodies such as the UK Joint Committee on Human Rights and the Finnish Constitutional Law Committee reviewing the quality of human rights protection among other issues; (iii), fixed bodies such as Councils of State and National Human Rights Institutes rendering constitutional/human rights advice on legislative bills and other issues on an ongoing basis. 
• A focus beyond the state is also welcomed, such as the Venice Commission which advises the Council of Europe on constitutional affairs, the EU Fundamental Rights Agency which provides independent evidence-based human rights advice to the EU and its Member States, or the European Convention which drafted the unsuccessful EU Constitutional Treaty of 2004, among other examples
