Call for applications: Dubrovnik Atrocity Prevention School (Dubrownik, sierpień/wrzesień 2021 r.)

W dniach 30 sierpnia - 3 września br. odbędzie się Dubrovnik Atrocity Prevention School. Zaproszenie do udziału w kursie skierowane jest do studentów.

Program Szkoły obejmuje m.in. następujące tematy:

• identify risks for atrocity crimes in a given society
• understand the relationship between certain types of human rights violations and atrocity crimes/risks
• consider which preventive and responsive measures are available in such situation
• analyze the challenges that exist at the national, regional and international level to effective and timely atrocity prevention
• understand the gendered dimensions of atrocity crimes and prevention
• examine good practices that exist in the field of atrocity prevention
• evaluate the potential and impact of various mechanisms and institutions that work on atrocity prevention at the national, regional and international level
• assess the role civil society and regional organizations can play in atrocity prevention

Opłata za udział w kursie wynosi 100 euro (w przypadku fizycznego udziału)/ 75 euro (w przypadku udziału online).

Uczestnicy kursu muszą sami pokryć koszty podróży i zakwaterowania. Organizatorzy zarezerwowali miejsca noclegowe w specjalnej cenie w Klasztorze, który znajduje się 50 m od Inter University Centre, gdzie odbędą się zajęcia. Call for papers: Journal of International Criminal Justice

Redakcja Journal of International Criminal Justice zaprasza do nadsyłania zgłoszeń do numeru specjalnego czasopisma pt. "New Technologies and the Investigation of International Crimes".

Zagadnienia, których mogą dotyczyć artykuły opublikowane w tym wydaniu to m.in.:

• Whether new technologies can assist in the investigation of atrocity crimes, and the risks inherent to such novel approaches;
• New technologies and the epistemologies (and methodologies) of human rights fact-finding;
• Whether investigators may perceive digital evidence as especially vulnerable to attack, and the impact of that perception on investigations and fact-finding;
• Whether new technologies introduce new forms of bias into investigations or accountability, and how this risk might be resolved;
• Whether new technologies may prioritise the investigation and documentation of particular crimes at the expense of others that may be less amenable to digital documentation;
• Whether new technologies may facilitate broader accountability for atrocity crimes by, for example, helping to investigate and document potential corporate involvement;
• Whether new technologies can democratise the publication and analysis of evidence on the basis, for example, of ‘crowdsourced’ investigation the risks and opportunities posed by crowdsourcing in this context;
• Whether the move towards digital evidence, accompanied by a rise in deep fake technology, is challenging trust in digital evidence, and in turn findings based on that evidence;
• Whether digital evidence is changing perceptions on the relative strength of traditional forms of evidence;
• How digital evidence, particularly online open source materials, is being litigated and judicially evaluated in various domestic jurisdictions – from collection, to processing, analysis and presentation in the courtroom;
• Whether atrocity investigations in the digital age require a new skill set for investigators;
• How best to ensure the safety and security of sources, investigators, and data when dealing with digital content and conducting digital investigations.

Call for Papers: The Communist Crimes – Question of Individual and State Responsibility

The deadline for submissions is 31^srMay 2020.

The accountability for communist crimes provokes political discussions and legal problems in many states of the world. Given that most of those crimes can be classified as international crimes, the prosecution should be in the interest of the whole international community. 

There is no international court which would deal with individual responsibility of perpetrators of communist crimes. National courts tend to encounter tremendous problems concerning legal qualification of communist crimes, application of statutory limitations, lack of cooperation with third states, as well as invocation of privileges and immunities of high officials of communist regimes in order to avoid responsibility. In some states (e.g. in Poland) communist crimes, even minor ones, are often qualified as crimes against humanity or genocide. This provokes debates in many instances. In others states, the question of communist crimes is dealt only on the civil claims level or is ignored altogether. Does it mean that victims accept the situation? 

The aim of the conference organized by the Institute of Justice is to contemplate the answers for the following questions:

·     What was the scale and character of communist crimes?

·     In what way are communist crimes qualified in national law?

·     In what way are communist crimes qualified in international law?

·     What are the options to pursue individual responsibility for communist crimes before national and international institutions?

·     Do statutory limitations apply to communist crimes?

·     Can we apply contemporary definitions of international crimes and current standards of attribution of responsibility to perpetrators of communist crimes?

·     What is the experience of national tribunals in judging communist crimes?

·     Is there a possibility to engage international courts in prosecution of communist crimes or pursuit of state’s responsibility for communist crimes? Is there a role for the International Criminal Court, the International Court of Justice, the Human Rights Courts/Committees/Commissions, Arbitral Tribunals?

·     Are the current states/governments responsible for crimes of previous regimes, especially in case of dissolution/secession of a state? 

·     What are the main problems related to pursuit of responsibility of individual persons?

·     What are the main problems related to pursuit of responsibility of states in response to its own citizens’ claims and to citizens of third states?

·     Is it possible to attribute responsibility for communist crimes to legal entities (e.g. communist party)?

The conference will take place in Warsaw on 9-10^thNovember 2020, however due to Covid-19 the whole even can be postponed. The language of the conference is English. 

We invite lawyers, historians, and political scientists to submit a proposal for a paper related to the above questions. The organizers plan to publish papers in English and Polish by the end of 2020. The organizers will cover the costs of travel and accommodation of participants up to the agreed limit.

Call for papers: Environmental Crimes Conference 2020 (Saint Helier, październik 2020 r.)

W dniach 1-2 października br. w miejscowości Saint Helier na wyspie Jersey (Wielka Brytania) odbędzie się konferencja pt. "Environmental Crimes Conference 2020". 

Organizatorzy są w szczególności zainteresowani następującymi tematami:

• Colonial environmental history related environmental crimes
• Comparative national, regional, and international (criminal or civil) approaches to preventing or addressing environmental crimes
• Government or Corporate accountability for environmental crimes
• Government, Corporate, and/or Zoological programs which address environmental crimes
• The impact of environmental crimes on Indigenous communities and/or responses by indigenous communities to environmental crimes
• Crimes against wildlife
• Movements which respond to or address an environmental crimes
• Technological responses to environmental crime
