Call for Papers: Legal Architecture of Humanitarian Action

Right to humanitarian assistance is nowadays considered to be one of basic human rights. Many states and organizations, including United Nations, stress importance of access to humanitarian assistance in case of armed conflicts and in other types of crises. Despite international efforts, population of some regions or even whole states continues suffering, deprived of access to basic resources and cut from external aid. Humanitarian workers become too frequently victims of different types of attacks, but on the other hand - they are sometimes perpetrators of assaults against local people, thus provoking additional threats and crises.
During the conference we would like to focus on identification of main challenges in organization of humanitarian action from the perspective of international and national law.
Those interesting in presenting paper should submit a proposal to noha@uw.edu.pl.Proposals should include a title, an abstract of no more than 500 words, and a current CV or resume. The deadline for submitting a proposal is October 20th, 2018, although earlier submissions are strongly encouraged. Those selected to present will receive notification by October 31st, 2018.
Possible topics of presentations can relate to:
· Provision of humanitarian assistance in situation of armed conflicts (access, special needs of vulnerable persons, protection of humanitarian workers)
· Provision of humanitarian assistance in situation of natural or man-made disasters (other than armed conflicts)
· Humanitarian assistance as a right, obligation, need or value
· Prevention of crises
· Responsibility of international organizations and other actors for provision of humanitarian assistance or/and protection of different categories of persons.
· Preparation for situation of crises (International Disaster Response Law).
The conference is organized by the Network of Humanitarian Action (NOHA) with the support of the European Commission (DG ECHO).
The conference will take place on 6th(Thursday) and 7th(Friday) December 2018 at the University of Warsaw. The language of the conference is English. Among the speakers there will be guests from NOHA universities, including Prof. Hans Joachim Heintze and Prof. Joost Herman.
On 6thDecember a Citizens’ Dialogue with Androulla Kaminara from the Directorate General for Development and Cooperation – EuropeAid - of the European Commission is scheduled. All participants are welcome to join it.
The participation in the conference is free of charge.
Conference papers will be published.
